Do you need a car?

For the bay itself, no: taxis and local drivers cover Flamingo, Potrero, and Brasilito easily. Rent a car (or book a driver) for Conchal mornings, Tamarindo dinners, and the volcano day trips. Most guided tours include coast pickup either way.
